O retorno do Lei e Justiça ao poder: uma análise da política externa polonesa para a União Europeia e a Rússia durante o primeiro governo de Andrzej Duda (2015-2020)

Resumo

A eleição de Andrzej Duda em 2015 marca o retorno do partido Lei e Justiça (PiS) ao governo da Polônia desde o acidente aéreo ocorrido às vésperas do memorial de 70 anos do Massacre de Katyn. Deste modo, partindo do questionamento de quais foram as contribuições do primeiro mandato de Andrzej Duda para a Política Externa polonesa, objetivando compreender sob que circunstâncias este ascendeu politicamente e quais foram os impactos do seu primeiro mandato na política externa polonesa para a União Europeia e a Rússia, o presente artigo parte da hipótese de que o início do governo de Duda marcou uma ruptura com a construção de uma política externa de cooperação e diálogo para com a União Europeia e a Rússia, assim como restabeleceu políticas nacionalistas e contrárias aos princípios da União Europeia, bem como representou um impasse para o diálogo entre o bloco europeu e a Rússia.

Abstract

The election of Andrzej Duda in 2015 marks the return of the Law and Justice (PiS) party to the government of Poland since the plane crash that occurred on the eve of the 70th anniversary memorial of the Katyn Massacre. Thus, starting from the question of what were the contributions of Andrzej Duda's first term to Polish Foreign Policy, aiming to understand under what circumstances he rose politically and what were the impacts of his first term on Polish foreign policy for the European Union and Russia, this article starts from the hypothesis that the beginning of Duda's government marked a break with the construction of a foreign policy of cooperation and dialogue with the European Union and Russia, besides having re-established nationalist policies contrary to the principles of the European Union, as well as representing an impasse for dialogue between the European bloc and Russia.
